12th Episode: "The Accusation"
Aired week of Dec 30, 1996
and week of Apr 21, 1997

Reggie is accused of vehicular manslaughter, threatening his chances to finally go up in space.

Plot: (pasted from the official "The Cape" Web Site)

Reggie's bad luck for having events intervene in his dream to go up in space continues with a vengeance when he is set up by two wild teenage boys. After giving an inspiring talk to young people at a local African-American church, Reggie makes a friend, a boy named Keyshawn who clearly wants to be just like him. Upon exiting the church, however, he has a brief unpleasant encounter with two white boys who are loitering in the parking lot following their favorite pastime, drag racing.

Soon after, the boys fatally run someone off the road and decide to frame Reggie for the accidental crime by using telltale scrapes they left on his car in the church parking lot. When Reggie is led away from NASA in handcuffs, his associates are completely stunned and sure that there must be some mistake, yet concerned at the gravity of the charges. Because of the nearness of his space mission and the impending public relations nightmare, a replacement is readied to take over for Reggie, leaving him devastated but determined to clear his name in time to resume his post as mission commander.

Meanwhile, Bull is promoted to Head of the Astronaut Office, meaning that he is responsible for such unpleasant decision as what to do about Reggie and whether Barbara is physically and mentally ready to be fully reinstated. She tries to convince Bull that she's ready to fly again, but Riles has seen evidence to the contrary.
